    Reminder: Report Foreign Gifts and Contracts by July 31

    The U.S. Department of Education has issued a reminder that higher education institutions must submit their semiannual disclosure reports under Section 117 of the Higher Education Act of 1965 by Thursday, July 31, 2025.

    This federal requirement applies to any institution that is either owned or controlled by a foreign source, or that has received gifts or entered into contracts with foreign sources totaling $250,000 or more in a calendar year.

    Noncompliance with this mandate may lead to enforcement actions by the Department. The reporting portal is accessible at https://partners.ed.gov/ForeignGifts, and institutions can consult the Section 117 FAQ page for additional guidance.
